What kind of program is best for my child with learning disabilities?

My son is in 5th grade, and he has been diagnosed with mild ADD (not ADHD) and a slight dyslexia. He also has trouble reading because the therapist said he never properly learned his phonics, so he has a very hard time reading and understanding what he is reading. The schools wont do much for him, and I would like to find a program that will work best for him, but how do I do that? He obviously needs to be taught differently than other students, or we need to figure out different ways for him to learn. The schools have tried many different programs for him, none of which have helped. Im talking to some specialists outside of the school district, and it will cost a pretty penny, but I want to find something that works! How can I trust that these people are going to help me find the right way to help my son, instead of looking out for their own financial benefits? How can I be sure that if I go through the specialists outside of school that I won’t be wasting more time and money?

How can I get financial help for my child to get help at an after school learning center?

Are there ways to afford this program for my child?
